On March 12, 1947, addressing a joint session of Congress, President Harry S. Truman asked for $400 million in military and economic assistance for Greece and Turkey, and established a policy that sought to prevent the economic and military spread of communism. “It must be the policy of the United States to support free people who are resisting attempted subjugation by armed minorities or by outside pressures.”
